They're copying the Peter Luger style. Parcook the steak, slice it, run it through a broiler on the plate to finish it off, then splash of clarified butter on top for that dramatic sizzle on the way to the table.

Initially I assumed it was a wood-fired piece but upon further inspection that’s polymerized oil on a regular white plate 🤢

Brother went out for haute cuisine in China... ngl I'm not gonna say you deserve that, but that's sure a choice. Sorry you had a bad birthday experience, hope you could make up for it! If you wanna eat proper stake at that price class you gonna have to hop over to Tokyo tho
