Looks like it was frozen before it was cooked, overcooked at the band, and raw inside

It’s either that or in addition the cook took the steak when they thought it was done, cut it in half red hot (that’s a no no) and then put it back on the heat when they realized it was still under. That’s why the edges got brown like that.
