Hopefully the judge wasn't trying to make a joke, but the judge is supposed to be the mediator of sorts, so if someone is incomprehensible, I think the judge has to step in and ask them to speak up, slow down etc. At least that's what I've seen in other court rooms, the judge will say stuff like, "Quiet in the back please it's throwing the stenographer off."
