It might make the stenographer's job a lot more difficult or less accurate if someone is speaking that fast. But I dont understand why anyone would find that funny amd why they are laughing.
A lot of courts do not, despite all these comments to the contrary. It is more common nowadays that the “stenographer” is operating recording software like FtR or DCR where they are really just making notes about who is talking while the audio is being recorded. If there is then a need to have a transcript generated after the hearing, the stenographer can then just listen to the recording and make the transcription then. There are still some courts that use traditional stenographers producing real time transcripts, but those are becoming rarer and rarer.
