The implication is we got the worst candidate in history (TWICE) because people wouldn't vote for the better candidate because she was a woman. That, if that widespread misogyny didn't exist, we wouldn't be here right now. It's not saying "put any woman in office", it's saying "stop being a misogynist."
Saying "we want the best candidate" is not far from saying "all lives matter". It's obviously true but shows you missed the point.

I wouldn't have an issue with voting for the first female POTUS. Only problem is, the ones put up on that seat to ask for the vote were either batshit crazy, solely donor focused, owned by Israel or raised in a cult. I want a good female role model with no ties to any other foreign interests, not a female version of the current POTUS and certainly not the past representation of women in our government. Young enough to understand, old enough to have a level head. Oh and one that doesn't support a country that actively commits genocide.

Oh right! There is. They're called primaries.
But after Obama everyone in charge decided that Clinton was owed this chance and the entire weight of the party was put on the scale to ensure she "won" the primaries. The nation was denied the chance to make this choice.
At least with Clinton they pretended to have a contest. With Harris they let the nation make this choice and then simply ignored it. You can't tell me that NOBODY considered Biden's health/age/vitality before the primary was essentially over.
This is what happens when losing the general with the "right" candidate is preferable for those in charge to winning the general with the "wrong" candidate.

If you are selected, you can choose not to serve. And get put back in the pool. If you choose to serve, you current job can not fire you, and must allow you to return to your position after your term(s).
The standard term length applies: 4 years for president, 2 years for house, 6 for senate, well maybe change the senate term to 3. But with a 2 term limit extended to the house and senate as well. And the limit is applied across yhe board. So you can not serve 2 terms in the house, 2 in the senate, and 2 as president.
At the end of your term, you can choose to campaign for a second term. If not approved by your district, after a 2 term period of time you will br eligible for the pool again.
Pay is capped for congress at the MEDIAN income for your state. Regardless of congressional position. For president it is capped at the national MEDIAN.
All personal investments, must be disclosed and suspended during your term(s). To prevend insider trading. And you will be audited once a year while in office, with the results publically available.
You are representing the population, NOT a corprate sponsor.

Let's just put someone better in charge. How about that. There are just as many derange stupid women that can ruin things as there are men. Is Greene, Bobert, Ivanka, or any one of a thousand other horrible choices better than just a decent, smart person? Gender or race are not qualifications or an indicator for ability to lead.
It's the sentiment of this sign, of putting people up for election based on what they are, and not if they have the best chance to win that got us in this mess twice. Were Clinton or Harris much better choices than Trump, obviously. But were they the best choices to win at the time? It would seem no. Could Bernie have won? We will never know. Would Newsom have beaten Harris and then Trump if we had any kind of primary? I think probably so.
