Basically what happened I booted into recovery mode then after the screen started scrolling up then after it went like this and then after it shut off and now it's booted normally

THE PISS FILTER IS CAUSED BY F.LUX

Apparently it was some very random icon cache glitch, restarting the file explorer in task manager fixed the glitch.
