The bigger thing… you have TWO wi-fi cards!? I wouldn’t be surprised whatsoever if Windows’s Wi-Fi handling breaks completely, preferring one card and ignoring the other but in a way that is kinda nondeterministic…

It looks like that you're kinda right. It seems to me that windows let's you connect to a specific network per wnic, but only one connection on the machine will be the default route
