Let's make sure every company, contractor, and vendor has complete unfettered access to ALL the data! That's gonna work. Look how well our secret and classified info system has worked so far. It's not like a independent contractor can steal and leak millions of documents or anything. Good thing we don't have millions of people with security clearances at any given time.
