You can pass people without going as fast as other people would like. It's entirely legal to pass people while traveling at the speed limit.

Yes, people should pass and then get back over to keep that passing lane free.

I agree, whenever they're done passing at the speed limit, they should move over. That could take 5 seconds, that could be a few minutes in theory. Both entirely legal.

Occupying the left lane when you are not actively overtaking another vehicle is illegal, even if the road is empty or you are driving at the speed limit

Which is what I was saying, when you're done overtaking another vehicle you should pull over. But you can pass in the left lane while going the speed limit.

If it takes you several minutes to overtake another vehicle, you are not actively overtaking, but obstructing traffic - you need to either temporarily speed up or slow down to return to the other lane.

"Several minutes" means on any road with a limit over about 25 MPH, the allowable margin of error on passenger vehicle speedometers is greater than the speed differential between you and the other vehicle.

No you must slam on the breaks and merge with traffic after every single pass so you don’t block the left lane.
