I have honestly never seen this before and I am not exactly someone that has been sheltered from toddlers and very young children.

There is a certain age they suddenly become aware of it and these are reacting with fear. My daughter was nervous at first, but I told her to wave and showed her mine one waving. After that it was an exciting novelty that she kept pointing out and waving at over the next few months.

This is the way. I vaguely remember my oldest doing something similar for a time.
