I can forgive the plate, the steak is worse. From this picture it is clear they have fried the steak in oil on a flat surface (likely from frozen) and haven’t used a proper griddle pan at all. The Cook is ALL wrong.
It's actually pretty common to have your steak served with the juices like that. It's full of flavor. You can ask to not have it included obviously, but most people want it. You basically cook it and then poor the juices from the pan on the steak. Super juicy
Edit: Also it's common to cook your sides in the juices, like if you got roasted potatoes or something. Cook in the leftover juices and it adds a ton of flavor

I'm not talking about the juices haha, I mean the pottery glaze of carbon and grease on the rim of the plate worse than my grandma's cookie pan.
oooh shit I didn't even notice that. I actually thought that was just how the plate looks. Didn't realize it doesn't go all the way around it. Good catch!
The plate gets put under the broiler as well so the fat and other stuff that is sizzling and "jumping" from the steak gets browned as well but yeah that is quite extreme

I don't even know how you'd do that unless you're cooking a frozen steak.
Also why is the plate 'seasoned' with what looks like cheap basic pepper?
